Chairman Hu Jihua, Group Deputy General Manager Wan Xianzhen, and Manufacturing Company General Manager Zhang Qiang attended the meeting, along with heads of all departments and project teams and members of the Safety Committee. At the meeting, Deputy General Manager Wan Xianzhen read out the company’s “Notice on Adjustments to the Organizational Structure of the Safety Production Management Committee.” The notice clarified the composition and division of responsibilities of the restructured committee, ensuring that safety management accountability is cascaded down through all levels and firmly embedded in operations, thereby enhancing the quality and efficiency of safety management.

Subsequently, the meeting proceeded to a briefing on the warning lessons drawn from the Liuyang fireworks factory explosion. The Safety and Environmental Protection Director, Yu Liu-hua, provided an update. Details of the May 4 explosion at the Liuyang Fireworks Factory. By showing footage from the accident site, all attendees gained a vivid understanding of the brutality and gravity of such safety incidents, further reinforcing their commitment to workplace safety.

Following the cautionary education session, Luo Xianhuang, Director of the Group’s Safety Committee, and Zhang Qiang, Director of the Heavy Industry Safety Committee, each delivered statements pledging to fulfill their duties. They stated that they would take this warning conference as an opportunity to strengthen the principal responsibility for safety management, lead efforts to improve the production‑safety accountability system, refine control measures, reinforce on‑site supervision, rigorously identify and address safety hazards, and ensure strict implementation through a closed‑loop approach. At the same time, they will intensify safety training and cautionary education to enhance the safety awareness and practical skills of all employees, resolutely prevent safety incidents, steadfastly uphold the bottom line of production safety, and ensure the stable and orderly conduct of production and operations.

Second, improve the institutional framework and solidify the foundation of safety. We must refine our systems for ensuring workplace safety, continuously update job responsibilities and safety regulations, deepen efforts to address potential hazards, and further detail reward‑and‑penalty mechanisms. Third, enforce principal responsibility and ensure accountability at every level. Managers at all levels must earnestly fulfill their duties… The responsibilities of the “primary person in charge” have been clearly defined, fostering a work framework in which each level takes charge of the next and implementation is ensured at every tier. Fourth, we have strengthened incentive mechanisms and safeguards to build cohesive momentum across all fronts. By increasing investment in workplace safety and enhancing performance‑based reward and penalty systems, we have guided all employees to embrace the mindset that “there are no small safety issues and responsibility is paramount,” encouraging them to conscientiously adhere to safety operating procedures. Through ironclad discipline and stringent regulations, we are driving the effective and tangible fulfillment of safety responsibilities.
